From the very beginning, the first member States of the European Community believed that agriculture should be included in the common market. Thus, the text of the Treaty of Rome, concerning the area of Community action, clearly mentions the need for a "common policy in the field of agriculture and fisheries." This consideration is justified by the problems of agriculture and fisheries, problems that are most often of a structural nature. For example, the peculiarities of agriculture, which do not make it possible to play the game of liberalization in accordance with generally accepted community standards, usually give special treatment to government interventions.



The analysis of the common agricultural policy takes into account a number of issues of the greatest relevance.Firstly, we see a decrease in the elasticity of prices for supply and demand, not only in the short term, but also in the long term. Then, the increase in production is not accompanied by a corresponding increase in sales markets both at the internal level of the Community and in relation to external markets. In addition, the price level of agricultural products is constantly subject to internal pressure from faster production growth than external demand and pressure from countries exporting agricultural products at reduced prices. Other problems are related to the low incomes of farmers compared to other professional groups and the internal growth of the agricultural enterprise, which is carried out almost exclusively through the purchase of land, the purchase of which may be limited.



The common agricultural Market has two principles that guide it. They are formulated by the Treaty of Rome and relate to:



expansion of the common market in agriculture and trade in agricultural and fish products;

application of Community legislation.

At the same time, the Treaty of Rome also specifies the general directives of the common agricultural policy. :



increasing agricultural productivity by promoting technological progress and ensuring the rational development of agricultural production and the optimal use of factors of production and, in particular, labor;

ensuring a fair standard of living for the agricultural community, in particular by increasing the individual earnings of those employed in agriculture;

establishing the availability of offers;

ensuring that offers reach consumers at reasonable prices.

When promoting this policy and its specific application methods, it is necessary to take into account :



the special nature of agricultural activity, due to the social structure of agriculture and the differences between different agricultural regions;

the need to accept appropriate adoptions gradually;
